interface question

what the heck??

What the heck is the interface element that's located directly below the crystal/metal market information (the buy/sell prices)? when I click on this mystery interface element, it sucks out my credits but doesn't seem to do anything.

I'm a total noob to this game (bought it ages ago, just picking it up now for some reason)... so pardon me if this is totally obvious. But it wasn't covered in the tutorials.

ummm... help?

dont worry about the it not being in the tutorials, it was added in by a later update

its for the pirates, it allows you to automaticaly put a bounty on a random enemy  to send the pirates that way

do apologize for WarDad's poor treatment   most of us try to be more helpful around here

don't listen to Ryat, he's is just trying make you put more money into it so he can stomp you.  

though I believe it was added way back in 1.1 or when entrenchment came out
