WB7 not working with Windows7 Starter!???

Downloaded and installed WB7 and it is NOT working... AT ALL.

Is there some sort of incompatibility with 7-Starter? or... WTF am I doing wrong??

It mysteriously started working after trying to apply skin after skin after skin after skin...
