Focus nerf

hello again. just a little question. is it somehow possible to mod the workings of the planetary focus? like, how it was in DA? i would like to play an all fac game like in DA but that gets the OOM error all the time. dont know why but TA doesnt seem to have that problem. even on immense map never crashed. so id like to have focus working like in DA.

or is that hardcoded?

ps: this is not a complain. i like both ways. i simply wanted to get the old times feeling, but da simply crashes all the time ;/
