Windowed mode broken in 1.05.71?

I'm getting the following error popup when I try to launch GC in windowed mode (galciv.exe w):
Application popup: Galactic Civilizations v.1.05 : galciv.exe - Application Error : The instruction at "0x0053e8aa" referenced memory at "0x00000000". The memory could not be "written".
And here is what is showing up in debug.err:
Debug Message: ******* Starting Game Shell *******
Debug Message: Preparing to change display settings.
Debug Message: Border size reported as 6 by 25
Debug Message: RGB in format 5:6:5, Masks reported as f800:7e0:1f
Debug Message: Unable to create primary Video Memory Canvas.
Debug Message: Creating System Memory canvas.
My machine is Win2k and my video is a Rage Mobility-M AGP (IBM ThinkPad)in 16-bit mode.
While I've only owned GalCiv for a few days, I was able to play in windowed mode under 1.04 (downloadable Bonus Pak). I tried re-installing the 1.04 Bonus Pak. Still got the same error. Playing the game in standard mode works fine.
Anyone have any ideas?
