All is semi-ok again. Had to use a another PC, to get around the WC user-level bug.
But I have the skin now, and it's looking gooooood!

Large XP Control Panel image needs fixed. Image BG is white, needs to be dark to match the background.
Other than that, nice simple skin.

Re. "Windows 7 Support" - I think it is worth mentioning again, WB skins with all the Vista elements covered work fine on Windows 7. There are only about half a dozen additional areas to Windows 7 skins (including jumplists, previews, extended start panel and different taskbar button bits) and even these are managed by reusing existing skin elements if they haven't been specifically created. True, there are some other tweaks and adjustments can be made, but the compatibility is very good: skins do work on Win7! :)
