IIRC I routinely get up to 1000BC for a trade good (sometimes more)from the Alexians allowing them time payment. :)

I really can not understand why you are having such difficulty with them. I find them by far the most tractable and co-operative civilisation by a long shot.

Could it be that that you are "evil" or have done something to annoy them perhaps?

It must be an alignment conflict. The minors do have alignments and it does affect attitude. If 10 BC doesn't sell a trade good, what does?

It's probably difficulty settings. On maso, noone will pay more than, say, 3bc, for a planet.
This was done because it was way too easy to extort money from all the ai's. The alternative would be to code a diplomatic ai that's really agressive in its dealings, and I suppose that this would be quite hard to do.
