AI Value what does it do

Making an improvement and I was wonder what AI Value is exactly and is better for it to higher or lower?

I *think* AI Value is a relative measure of how much the AI values that tech in trade. Assumedly the higher the AI Value the more you can get from the AI when you offer it in trade and the more the AI requires from you to give it to you in trade.
