Doesnt for me. But the border is off by one pixel on the bottom. at least on my (wide)screen 1440x900. The bottom side looks like a broken line.

Well, the chat background should be much more transparent. But beside it's ok.

I haven't noticed any additional lags.

 

BTW: When game ends, chat window is still hidden behind stat window. Shame it's not fixed :(.
