Produce nothing: what happens?

Forgive me if this is a stupid question, but... what happens if a particular world is producing nothing (either military, social, or both)?

Is the production wasted? Turned to money (like when you lower the production slider)? Assigned to other production needs? Assigned to science?

I couldn't find this in the manual, but then, I'm not clever...
