Weapons cool down

Is there a way to mod the weapons cooldown rate after a jump. Cause I noticed after you jump into a planet and there is enemy immediatly infront of you, you tend to have to wait a few seconds (more like 2 to 3 seconds) before the weapons to start firing. So my question is, is there a way to reduce the time needed after a ship jumped in to fire weapons or is it hardcoded? i am asking cause if enemy jumps in front of your ships, it fires right away.

I always figured that was the AI taking a few moments to figure out what it should be doing.

seems to take about the same amount of time for scouts to get a new random exploration target, too. I think its either a constant or hardcoded

Hardcoded isn't an answer I personally could accept. There is got to be a way around this.

If it's an "The AI looks at each unit every X seconds in order to give it new orders" thing... then yeah, you might be stuck.
