Phase Inhibitor won't unlock

I just bought this incredible game and am slogging along learning the interface.

I am Advent. An outpost was attacked. I looked forward to this, because I had positioned a Phase Inhibitor to keep them stuck there there until my fleet arrived.

But when I click the unlock button, the Phase Inhibitor remains locked. I've checked the Research options, I obviously have the research to make it (since I've made one!) but ... why isn't it unlocking?

Sorry to post, but I have searched this site and Googled 'how to unlock phase inhibitor' and I can't get an answer to why it won't unlock.

the phase jump Inhibitor slows down the enemy phase jump time by 700% but you cant turn it off you have to scuttle it to stop it working

Ohhhh..... the ability button shows a closed lock - I thought it was a toggle button that should display an opened lock. So when the manual said I had to unlock it ... I was waiting for a different button-display! Thanks so much for your help! Cheers
