My ISP throttles P2P connections. Is there anything I can do?

ISP: AOL UK.

Ping: 300-400.

Game: Unplayable.

AOL flat out sucks. Best thing for you to do is to just browse around the internet for an ISP that doesn't block P2P in your area. Luckily for me, Verizon actually HELPS p2p file sharers.
