i like the idea of massive battles with starbases etc, reinforcements continually streaming in, etc etc
unfortunately, this isnt the way to do it. your ideas throw the balance off and change entire gameplay concepts.
there was a petition a while ago for super dreadnaughts who level up using a system something between a starbase and a cap ship, and there would only be one and it could come ino a battle and fight much like a starbase, except it moves.
that i could live with, but instant jumping makes phase destabilisers useless, jumping starbases defies the point of starbases (tbh i think using a starbase as an anti-structure weapon is silly, but meh)
jump everywhere ability makes defense a nightmare, since he can jump one of his fleets from his homeworld to yours and bypass 20 planets worth of defenses (although, the vasari kostura cannon lets you do this, it creates a temporary phase gate at the targeted planet, still, its a very expensive, late game thing, and well balanced (i imagine)
i would like starbases to be able to hand out more pain, so either more weapons banks or higher weapon damage, but thats just me, most people wont for for it.
you said you wanted more than 1 starbase in a GW per empire. it can only be done in stars, since star GW are so large a single SB cant quite cope. i agree that a single SB can sometimes be hard pressed to defend and entire GW, alot of players simply defend the planet and leave lots of space for a fleet to go around defenses, i prefer to defend my territory, so frontline planets defend the entire GW, so i gree, more than 1 SB would be nice, however, i think its been discussed and dismissed, although a limited, controllable orbit idea has been suggested... however, atm, i think its gonna stay as it is

one thing i would like is for ships in fleets to manouver and fly and duck and weave and act as though the DONT want incoming fire to hit them, as it is, its smacks of American Civil War and even British Colonial Era fighting where troops would rock up, line up, ready, aim, and shoot the flying f*** out of each other. i think it would make for a much more interesting experience visually to see ships flying around, to see a LRF running away desperately from a squadron of fighters, and maybe some more interesting explosion effects. i mean, a blue explosion with shockwave rings is cool, but im talking blues, reds, blacks purples, yellows, greens, pink for all i care, i just think it would make watching and commanding battles much more interesting. with the ships manouvering, its not just a matter of, right, you lot, attack this guy, and they all turn a bit to fire at him, now, its a matter of whoever is in reach can fire instantly, while ships that need to turn around will only be able to fire when they get into firing position.
now, i know people are going to say what about the performance rammifications... well, atm i dont think Sins utilises the ultimate technology available (i.e. multi-core support etc) but yes, thats a consideration, and i just hope SD and IC can find a way around it
