Unable to launch application

Recently Bought the game, waited for any solution to come up while looking at forums and google online....well nothing Yet.
I get the following Error below... This happens right when I launch the app.. So it basicly cant run lol.
This is a brand new pc just built by me, everything that gets in the way of his game is disabled.
