Cannot Create Direct 3D, wondering what is wrong

I have gone through every post before this about the problem and none of the previous ones have solved this issue for me yet. My video card has met requirement of 128Mb. I have updated it to the newest version, I have the newest version of DirectX installed. I have done a DX diagnostics and it says my direct3D is working... Is it still my video card possibly even though it has met the 128 Mb requirement stated in the readme? Is there something going on with my display in general? My computer has required RAM. I dont know what the problem is, please help me out if you can Im looking forward to this game! I dont want to have to go back to DOTA haha. Thanks
