The background's zooming behavior

When you zoom out of a map, the background zooms in. When you zoom in, the background zooms out. This irritated me sometimes in the beginning. Is this intentional (so that it emphasizes the surealism of the maps)?

Yes, the FoV variance with zoom is intended.
