Impulse: Impulse has encountered a problem...

Downloaded and installed impulse 3 times.  same error:

 

Impulse has encountered a problem and needs to close.  We are sorry for the inconvenience.

 

It runs in the system tray, however when I try to launch it I have been only getting this error and have reported it. 

 

I am trying to update my galactic civ 2 to the most recent patch release but it says to use impulse.  Are there any other ways to update my galactic civ 2?

 

Any suggestions would be appreciated, thank you!
