Teams

In the opponent selection screen right before you start a new (sandbox) game, select the race in question and alter the relations slider.  Unknown is the default, but for some reason it sets relations to Team if you played far enough in the campaign to be on a team with that race.

If you're continually playing the campaign, certain races will always be on your team for certain missions.
