[Interface] Allow Movement in Full Game Lobby

Something I'm seeing right now is that when you finally get 10 players into the game lobby you had better hope that you are on even teams.  If you aren't then you have no options for switching players, because all the slots are full.  In the interest of making even teams in PUGs you might consider the following:

1.  A neutral slot between teams where a player can move to allow shuffling

2.  A Switch Places option which can either be triggered by the players in question or by the host
