Is it possible to create a frigate at a specific location?

What I want to do is have an ability which plays a "chargeup" effect, then spawns a frigate in the middle of that effect. I have no problem with the first part, but unfortunately there seems to be no way of tying a CreateFrigate buff type to an ability (I get a minidump if I try to insert an EffectInfo tag).

Is frigate creation completely random when it comes to placement?
