How to restrict Fences to one user

I have a computer with multiple Windows users and I want to use Fences for myself only. Every time the others go to log in to their accounts, Fences starts up. I've looked in the Startup folder and the Registry under RUN, but I can't find Fences so I can restrict it to my account only.

Any help?
