newb - idle social spending

If a colony finishes building on every tile, and no upgrades are available, does the social spending go to waste?

anything to do about it?

If there is no social project, that spending is forwarded to any military project. If you're not building a ship their either, no production money is spent. Same works in reverse with military->social.
