What's the secret

Had the game for about a week.  Got killed the first couple of times I played but this last "small" map I played worked well execpt I cannot seem to end the game.  Everytime I think I've wiped out my enemy, he pops right back up somewhere else and continues to chip away at my planets.  I got tired of trying to catch tiny fleets, which I always smash, and/or nuke system after system, but still the game doesn't end.  What am I missing here?  Why so much wiggle room at the end like this?

Could you describe the map, number of opponents? Typically if it's an AI player you have to conquer all of his planets (sometimes they'll concede early). If there's one or more planets that show as unknown he's likely got a colony there.
