I'm convinced I'm an idiot. I can't find where to research the techs needed for capital ship production. (formalized training plan, etc.) They have to be in plain sight somewhere.... right?
It's the top row of research in the Fleet section of the research screen. It's progressive, so you start with the left-most tech and work your way across.
