Galactic Resort and Propaganda Center

I can seem to find anything definitive on the Galactic Resort and Propaganda Center.  There was a request in 2007 or something to make the GR apply empire-wide, but I could not see if it had been done between there and 1.200.

So, do either/both apply empire-wide?

Does the Resort benefit from the heart tile?

Does the Propaganda Center?

The Galactic Resort provides a morale bonus to the planet it is built on, and is therefore affected by the "approval" i.e. morale bonus tiles.

The Propaganda Center increases loyalty on the planet in question by 10%.  Since this is not a morale or influence bonus, but simply a mechanism to help prevent culture flips, it does not get a bonus for being on any bonus tile, morale, influence, or otherwise.

For what it's worth, I've always seen the morale bonus tile icon as a drop of water, assuming that's what you're talking about.

How is the Galactic Resort different than, say, the Zero G Sports Arena?

I mean, the Extreme Stadium has a 20% morale bonus, the Galactic Resort has a 25% morale bonus, and the Zero G has a 30% morale bonus.  Yet, the Galactic Resort is a Super Project and much more expensive than the higher bonus Zero G Sports Arena!

Why ever build the Galactic Resort? 

The only thing I could think of was that it had some other benefit.

It doesn't.

The political capital, on the other hand, at least offers an influence bonus in addition to the morale bonus.

Too bad the Galactic Resort does not do something like, say, extend a morale bonus disc like economy or the influence space stations do - that is, either with a gradient or without one.

You mentioned the Political Capital, which remunded me of a question I had on that.

Since that improvement has 2 attributes (morale and influence), am I right that placing it on a bonus tile magnifies that bonus tile attribute, and that attribute only?

That is, put it on a "drop" tile, and it uses the morale bonus, but build it on a "pillar" tile and it magnifies the influence bonus?

If so, and if you use it, which do you choose?  I would guess the influence bonus tile if one built it on a border world, but the morale bonus tile if one used it on a large and high population inner world (to avoid a couple morale buildiings).

Correct.

I've never found influence buildings to be particularly useful, so I'll put it on a morale tile if I have one, since it's higher than any other morale structure (apart from the hot springs in the Torian tree, which equals it), and at less cost to boot.  But since I tend to keep my planets fairly similar, more often than not it winds up on a tile with no bonus on my homeworld, which is typically higher population than the rest of my colonies.
