Lost Fleet Size

For the life of me I cannot figure out what determines the size of the lost fleet when you order one.  I know it can be upgraded, but sometimes I get a bunch of ships and sometimes only 3-4.  So what determines the size of the lost fleet you receive?

 

My only two thoughts are your max fleet size slots and if enemy ships are present in the same gravity well.

Returning Armada? It has a set amount of supply for each use. It randomizes between certain ships.

1) Returning Armada can only fill up fleet cap that is free

2) It randomises the size of the fleet cap and the composition each time - so one time you may have a carrier, another you may not and another you may get 2-3
