Quick Launch bars

I can not for the life of me find out how to change the color of the quick launch bars shown here. Where are they located or where are the options to change the color of these ?

I found part of the attributes under:

Taskbar / QuickLaunch Button / Horizontal / Text Colors / Normal Color and Default Color

 

Still trying to find out how to change the text color in the Taskbar for a custom toolbar. I usually add a toolbar for My Computer and it places the name of the PC in the taskbar but haven't found out where that color is changed at yet.
