Visibility of Windowblind skin on control panel shell

I just noticed this...for some reason, none of my Windowblind skins are affecting my control panel shell...NONE of them.  It's just all ugly Microsoft blue, all the time.  Is there a setting in Windowblinds or my computer that I need to change this?  (Windowblinds XP, SP 3)

 

WindowBlinds version : WindowBlinds 6.3 (build 69 x86)

WindowBlinds is installed correctly on this PC

your blinds or all blinds?.... tried unload WB and start it again? reboot...?

you didn't play around with the per application settings and tell WB to always use default on it did you?

Nope, but it's fixed by uninstalling Windowblinds, rebooting, running CCleaner, and reinstalling.  I always HATE uninstalling, because I get paranoid that for some reason, it won't re-install, and I would just so hate to even spend 10 minutes in Windows basic mode!  I have an unhealthy attachment to my Windowblinds.  If Windowblinds was a guy, he would dump me in a heartbeat for being too clingy.

Shoot!  The blue is back, and I haven't changed anything, except I noticed that Tuneup Utilities "corrected" a bunch of problems on its own.  Anybody have any ideas on what's going on here?
