Any graphics app will do to make the images.  You can even make skins with MS Paint.  I use GIMP and Paint.net for my images.

If you are making Windowblinds skins you'll want to use SkinStudio.  It's Free!

What are yoiu looking to skin?

I would suggest even taking a very short course in photoshop or similar program.   Having some experience in an arts program does wonders when trying to bring your visions to life.

Basically for windowblind themes i think most people use sinstudio and photoshop (i may be wrong here though)

TSK...here's a link to a 3 part series about mastering Photoshop.

I would suggest though, since that program is pretty expensive (altho great), I'd listen to Zubaz and start simple. Paint.net is free but a PIA. The Gimp is a PIA also.

It'll boil down to putting up with something less than optimal unless you're strongly motivated and/or blessed with extra bucks.

You can upgrade from any version of CS to CS4 for the same price. My wife found CS2 w/ training DVDs on EBay for 140. If I'm able to learn it then I'll end up with CS4 for 340, and if not I'll only have 140 invested.

Yes, it's Christmas and I'm strapped, a 700$ program is not something I can afford right now, but I'm always up for saving that much. I wish someone had told me about PS before I started PSP.;)
