This is probably a stupid question, but how do I form an alliance in this game? I researched the Alliance tech, but I don't see an option in the negotiations screen, even with Friendly races. I've only had this game for a few days, so I am probably just missing something obvious.
"Friendly" isn't friendly enough. You have to raise your relationship to "Close" before you can offer an alliance.
Along with Close relations, the other race must have the Alliance tech also. In a game with Tech Trading off this may be difficult since sometimes the AI doesn't get around to that tech.
