downloading forge tools?

I'm new too sins i just got it a few days ago and i just updated too v1.1 yesterday.. when i try too download the forge tools or just the galaxy tool it keep coming up as a rar file? and i cant open it.. cand anyone tell me what im doing wrong?
.rar is an archive file that you can extract with WinRar, available here http://www.win-rar.com/ (it is free, the trial version never expires).
Inside you'll find all the relevant files and folders, etc 
with winrar installed Rightclick the .rar file and Extract it
should u ever encounter a file that has ALOT of .rar's in it (60 or so) just unpack the first, and all data from all .rar's will be extracted

Thanks alot for the help, i got the files extracted.. looking fowrd too playing with the galaxy tool
