[Fixed][Bug] No allegiance penalty on built mines w/unowned colony

The mines you build around colonizeable asteroids/planets lose their allegiance penalty if the planet becomes unowned (destroyed, scuttled, etc) and produce at 100% efficiency.

This bug was actually called out a long time ago and I thought fixed, maybe it came back?

This has been know forever.  I didn't think they ever attempted to fix it.  Do you know what version they tried to fix it in?

I actually don't use the bug because it can be dangerous to let uncolonized planets go out there: they are easy targets for enemies to take over.

Yeah, I know it's been known forever but I could've sworn it was acknowledged and fixed at some point. I don't remember what patch, though.

The chances of me finding it are pretty slim, but I'll try when I have some more time.

Just as a side note, this isn't a silly bug; it has a major impact on the efficacy of culture-conquering a world.

Fixed. The bug was caused by code that made sure capturable resource mines were at 100%. The new design is that capturable mines stay at 100% but normal resource mines at planets that aren't owned by you drop to the lowest allegiance value regardless of distance to your homeworld. We want you to own the planet to get full value from it.
