Time to build: "Never". Okay, why?

Okay, retry time.

Some of my new colonies won't build any improvements such as factories or starports. What gives, and how can I tell this BEFORE I waste a colony ship on them?

Sorry, wasn't specific enough. Even when I emphasize "social projects" in the planet view, time to build will still show as "never".

This makes no sense, and the planetary stats don't give me any clues.

I think I figured it out. I needed to increase social funding on the finances page.

If it's not financed, then there is no way that the planet will have any resources for those (building) activities.
