Is it a bug? If not, how do I get speed on my starbases?
I suspect that the starbase is newly made?
The turn after it has been created, it still shows the speed value that the constructor had. The next turn it should go away.
Unless of course you saw the starbase actually move, then yes, a bug.
I did see it move, yes, but perhaps it was the constructor, just looking like a starbase, because I don't think it moved after that. It happened to me more times, once it was with a resourse starbase 
There once was a bug that a starbase could move if a frieghter went thru it or something. If you're playing under the most recent version of the game, then this shouldn't be an issue though.
