Scuttle Extractors Bug?

Some systems have nothing but asteroids, which can be captured by Vasari scouts or other colony ships. If you capture these asteroids and scuttle them then no other player can can later capture them.

Is this a bug or by design?

As far as I remember, this should be fixed in the upcoming 1.1 patch. But yes, it is a bug
