Problem with Windows default skin

Hello, i'm having a problem with my Windows Vista default skin. For some reason, it's set back to the Windows 95 look, i uninstalled Impulse and it stayed the same way.

I tried to set it back to the default by going through my Control Panel, but I was only given the ability to change it's color. Same situation after I reinstalled it just now.

Any ideas?
