Very Piss-Off Annoying WB problem.

This is my WB information, now my problem is, the skins that I use, no matter which ones, no matter which styles, Vista ready, not vista ready, whenever I open up [anything]!, Half of the time I don't see the close,minimize,maximize options on the top right of the screen. I have some pictures to clarify my problem,

So, if anyone wants to help a guy out, any information on this really ridiculously annoying error, [I know it sounds foolish, but I get so freakin' annoyed every time I see that the top bar is transparent]
