Scrolling Issue

I'm having an issue where when I mouse over to the edge of the screen the screen goes crazy and starts flashing pictures of different backgrounds as if its moving extremely fast in a certain direction. The only way to play the game is to constantly click the mini map. This gets very tiresome very quickly. Is this a known issue? If so, is there a fix for it?
