How do I change the max # of particle effects at a time?

Probably a stupid question, but I am a newb at this stuff and didn't find any previous posts on it so can someone help out?

I'm pretty sure there's a line in user.setting (in the Settings folder in your user path) that you can use to specify the max number of particles shown.
