How do ?I get ships to jump to other star systems? Is there a tech I need?

yes. read thru the threads on this forum for more info. Here is the 2cent version.

You will need to research long distant jumps. Location of the tech varies depending on race. Once researched, move the ship/fleet to the local star. Then set the destination to the star you want to go to. You must have manually charted the jump before the computer can auto route between start systems.
