How i can increase the commanders and the capital ships to construct in the game?

Hi, im new in this game, simply, is possible increase the commanders availables or the capital ships to construct in a single player game?

and the artifacts, how i can found them?

Capital ship crews and fleet capacity is researched in the "Fleet Logistics" research screen.

The artifacts can be found by researching Exploration upgrades on each planet.
