I want to learn a little before I purchase anything

I started my home computer experience way back in the 80's with a Commodore Amiga and I loved that computer, but unfortunately some unscrupulous executives made a fast buck and the technology died before it could really get a stable niche in the market.  One of the things I really liked was the ability to give each application its' own set of visual settings, you could change just about everything, for instance if you wanted your mail program to have a black background with lime green fonts you could do that, and it would only affect how your mail program looked and every other application could have its' own set of preferences too, in fact, you could change just about every aspect in the way things looked.  Can you do stuff like this with Windowblinds or ObjectDesktop?  I don't expect it to be as versatile as my Amiga was 'cause Windows is Windows, but I would like to have as much control as possible.
