turns out that charging taxes in this game gets the same results as charging taxes in real life. Lower income.

So you are experiencing the 20,000bc syndrome... Breach 20,000bc in your treasury and taxes bring in less. They see it that if you have that much stored away, you can take a hit on taxes.
