Maximum Allegience calculation when systems only conencted via wormhole

It seems after playign Ancient Gifts that the maximum allegience does not count wormhole jumps. So all the plaents in any system otehr than the one with my capital have a startign allegience of 25%, even thou they are few jumps from my homeworld via wormhole. This could be the unintended consequence of not conencting systems via the star.
