First, the versions of the game and galaxy forge have to be as up-to-date as possible. Second, you need to save your created maps and place them in your galaxy folder.
But, its hard to tell you what's wrong or what you have to do with such limited information.

You are saving the files in the right location. As Tanith said, make sure that you have updated Sins of a Solar Empire to v1.04 and that you have downloaded the newest version of Galaxy Forge which works with v1.03 and v1.04. When SOASE got updated, the version number for all the maps changed. Make sure that your old maps work by opening them up in notepad and changing the second line from reading "versionNumber 0" to "versionNumber 1".

Have you checked all the categories in the map selection? GF maps will appear under one of the sizes, not the custom category.
