Window Installer Problem

It seems to say "The Window Installer Service cannot be accessed" when I try to install it. I did not come to ask simply because I am too lazied to search around, rather I search for many solution but none helped(Such as Microsoft Knowledge database, many googled sites). My window installer is working very well but except with this program.Thanks to those who can provide me with a solution.
