Ship Swarm achievement

Tried doing a search here and on Google for this.  Couldn't find anything.

 

How do I get the ship swarm achievement?  I've tried lots of different methods, but nothing worked.

I maxed out my Fleet tech research.

I built my fleet up with ships I wanted.  I then scuttled them all and built nothing but scouts (lowest fleet cost) until I maxed it out.  Then scuttled one and built the second lowest one getting literally as many ships as I could.  Nothing works.

 

So, what's the deal?

Edit:  Capital ships aren't that great.  :p  I sent 300 scouts (yes, the smallest ships you can build) against a lone level 1 cap.  They managed to not only kill it, but I lost 0 ships during that as well.  I think the capital ship's captain just said, "To hell with it."  Right now I have 766 ships (765 scouts, 1 sentinel) walled around his only planet (in the gravity well). 

 

Anyway, FIXED!  Seems you have to do the achievement before you Win the game.  It was worth it to see all those scouts destroy the capital ship though. :P

nismos, how much were the scouts in fleet cap and cost. Lets see just the CASH would be 6000 credits. Thats TWO cap ships. 300 scouts, omg that must be around 300 fleet cap! that is 5 cap ships. Second take the TIME neccessary to build all those scouts. In the amount of time I can create 3 cap ships and torch half your empire. Please do not make comparisons like this, any swarm of ANYTHING can kill 1 of anything. That does not make it tactically viable. OF COURSE 300 scouts are going to kill 1 CAP they are doing 225 damage PER SECOND. It would finish a capital in 25 seconds!(without shield mitigation, someone calculate with, This is also ignoring damage upgrades, which I assume you did).

Also if this is after you won, by that time I have more than 10 capital ships!
