Help finding correct folder

When I go into my folders and search under "Documents and Settings" and look under "owner" there is no folder for "local settings". Hence, I can not get into my 'mod' folder to load in the mods I have downloaded. Can anyone help?

btw sorry for the quad posts. My internet was acting up and I kept getting "error" pages, but they seemed to have posted anyway. :NOTSURE:

folder options -> show hidden files and folders
