How do you mod the pirates so you can actually play as them and not get a mini dump?

there is but it only has like 3 ships and barely any techs...

yeah but they got a shitload of ships.

i would actually like to see pirates in a mod, they could only use cash to build their ships. i would also like to get bounty that would be cool.

I am planning to work on this in my mod, currentlly im remodeling the pirates to look more raider like.
