Is this normal?

Ok, just checking but do these need to be fixed or are they supposed to be like this.

The other day I was playing the Vasari, I was able to get my tech level up to the Kostura Cannon.  When I fired it at a Tec Home world it did no damage.  I built 2 and fired them at the Tec home world and it did no damage.  When my ships fired at it they did damage fine.  The night before my friends and I were playing and one of them had the Tec Novalith Cannon and he was doing great damage on an enemies worlds.

The second thing was, I had researched everything in the military tech tree again with the Vasari.  After my research was complete I decided to eliminate some military research labs to increase commerce by building trade and refineries. I noticed that when I removed some of the labs the research areas became shaded out and you could not use or build the tech stuff you already researched.  In essence you have to keep all the research labs you built or you loss the ability to use the things you researched.  One would assume that after you know how to build it you should not have to keep labs to research it.

It's not supposed to. The Novalith damages planets directly, the Kotsura disables ships/structures in the planet's gravity well.

This is likewise supposed to happen. You do have to maintain the necessary number of labs to keep building the stuff. Abilities and passive upgrades aren't affected by losing labs, but ship hulls and building construction are (along with superweapon firing).

The Vasari superweapon damages and disables orbitals and ships at the planet, not the planet itself.

You need to maintain the appropriate number of labs in order to continue building researched ships and structures. From a gameplay standpoint, this prevents you from scrapping all your labs and building trade ports, etc, and makes it worthwhile for other players to raid your research planets.

The Kostura Cannon really isn't as good as the Novalith Cannon, its main purpose is to disable stuff in orbit of a planet rather then damage the planet directly. Can be useful if you disable planetary defenses right before entering the system, but I wasn't overwhelmed by it (whereas the Novalith cannon is pretty awesome).

Returning Armada on the other hand...
